When I float all my charts, one chart remains docked in MT4. Is this normal?

Yes, this is normal and by design. One chart must remain docked in the MetaTrader terminal. We suggest
simply opening an extra chart that you don't intend to use as the
placeholder.
As of version 2.3.236, the chart that remains docked is NO LONGER "random" using the FLOAT ALL command. The chart that remains docked is the currently selected/active chart.
